Getting hold of official policy in the UK often isn't easy :-)

The key facet of the new government policy for FOSS is that the
copyright regime is to change to one where renumeration is more
important than the licenses issued for the software.

FWIW this potential change in policy may be the reason why Google
seems to have pulled out of it's proposed £300 million investment in
the UK. But US law prevents Google from lubricating the wheels of
government...
