I use dansgaurdian on the kids computer to filter websites, it can also stop 
downloads and things.

Mandriva has an excelend gui for setting it up, no vi experience needed!

KDE (3, not sure about 4) has a Kiosk mode which locks down the desktop, look 
for kiosktool on google.
