[dundee] broadband in newport

Further to the discussion at tuesday's meeting. I have checked at 
http://www.adslguide.org.uk and apparently the newport-on-tay exchange 
has reached its trigger level and will be reviewed in the next three 
weeks. There isn't any data on the bt website regarding this though so 
we shall just have to wait and see. Then again we have waited for a few 
years for this and few extra weeks/months won't hurt. Of course we can 
still set up a wireless mesh at some point in the near future 
regardless!
