The closest thing to a neutral certification would probably be the SAIR/GNU stuff, I'm not too concerned with neutrality as all things in a production environment are not equal (then again I hate freedom) I'm more concerned with the type and format of a certification, but I'm quite happy to do any certification the Abertay Linux Society picks for group study.
