Hi John,

Are you on the Dundee Steeple exchange?

I contacted my ISP who got BT engineers onto the issue. There was conjestion at the exchange causing exactly this for myself making it impossible to work on servers via SSH. My ISP managed to get BT to move me onto another path within a few hours effectively solving the problem.

I have a suspicion that it may have something to do with my telephone 
exchange. My ISP is investigating variations in download speed between the 
normal 6.5 Mbps and 0.5 Mbps fluctuating between those speeds and all 
those possible between them over the period of a day, night time doesn't 
seem to be quite as bad. 

I do have a problem in that due to recent equipment failures, there are 
just too many variables at the moment, hopefully I will soon have stable, 
new, permanent equipment, and then it might be possible to establish where 
the problem lies.
