If the layout is controlled via .css then it's actually relatively simple to 
change bits of layout, you can open the .css in a text editor (I use nedit) 
and usually it's possible to work things out by comparing with existing 
entries and working on base principles, css syntax is fairly uniform.

If it's html:
http://www.w3.org/TR/html401/

Is probably best. Again, you only need about half a dozen tags under your belt 
to do what you need, don't be put off by the size & detail of the 
specification, just locate the bits you need for now and bookmark the rest 
for later reference. 

Bluefish is also a nice html / css editor, no wysiwyg, so not for kids ;^
