Why not simply use authorised keys to create ppp over ssh sessions when
needed from remote hosts - then you can still do ordinary logins as
normal too. Do you really need it to also do web serving to port 22 - is
that what you meant?

Of course I am not allowed to say I speak from experience of creating
"tunnels" or other such connections through student networks because I
get/got lynched for it however if you want any (hypothetical) advice
please just ask.
