[Gllug] Exim / unknown local-part

I'm probably doing something stupid here but I can't get exim (Debian,
testing) to handle local mail: 
this is what I get in the logs:

> ** paul at foo.com: unknown local-part "paul" in domain "foo.com"

(not the real domain)
I've got an almost identical setup at home which *is* working OK. 
"paul" is a local user, there is a /var/mail/paul etc.
/etc/hostname is "foo.com", running the "hostname" command returns
"foo.com", DNS seems OK.
Exim is running from inetd.

Should I have "foo.com" in qualify_domain and the local_domains list or
just one?

If I have just one machine in the domain can I just call it "foo.com" or
do I have to give it a name ("bar", say) and its domain name would be
"bar.foo.com"?

The only difference is that I've got virtual domains set up to bounce to
other email addresses and these ARE working correctly. Is there some
problem with exim having both virtual domains and a "real" domain as
well?
I'm sure it was working before I set the virtual domains up. 
Maybe I've got my directors/transports in the wrong order in exim.conf.
Maybe it's time for me to get the O'Reilly Exim book :).
I've spent hours looking on Google and trying various exim.conf setups
but no luck. But it was late, maybe with a fresh mind it'll seem simple.
