Yup, entirely correct though this does depend on exactly how large the
local VP is and how many customers are provisioned on it.

Bottom line is that while bonding is possible over ADSL you're building
a service over a compromised service and therefore compromises on
performance are inevitiable.  You want committed data rates?  Go SDSL or
for a leased line.
