Assume that all computers are on the same subnet - say 192.168.1.xxx
(I say that but you do mention routing)

Get your brother to broadcast ping on both PCs, and display the arp table


ping -b 192.169.1.255
arp -an

(-n option for numerical - don't bother with DNS lookups)

Then make sure both PCs can communicate with the DNS server
arp -a  or a few nslookups
