[Gllug] can't switch between virtual terminals

The previous occupant may have turned off some of the terminals. I do 
not have a debian box to hand - in Red Hat they are set up within 
/etc/inittab

ps -A|grep getty
  916 tty1     00:00:00 mingetty
  917 tty2     00:00:00 mingetty
  918 tty3     00:00:00 mingetty
  919 tty4     00:00:00 mingetty
  920 tty5     00:00:00 mingetty
  921 tty6     00:00:00 mingetty

Have you checked to see that there are many terminals running?
