So blame them, not SPEWS. The SPEWS FAQ is quite clear;

"The Level 2 list will have some inadvertent blocking (non-spammer IP
addresses listed)"

Q27: If I use SPEWS, is there an chance that non-spam email will be
blocked?

A27: Yes.
