If you read the article in the "Register", you'll see that NTL claims "a 1:1 
contention ratio".  What it actually means is that the dialler software 
doesn't allow connection most of the time!  Appartently, the NTL dialler is 
badly broken, and they can't even provide their "service" to most of their 
clients!
