I remember being foxed by this one for a while, having come to Debian
from Slackware (where you also just change runlevels in /etc/inittab).

If you install gdm/kdm on Debian then I think the gui will automatically
start next time yoiur reboot.

The best ways I found to prevent this in Woody was to comment out the
relevant line in /etc/X11/default-display-manager, or alternatively to
apt-get install rcconf, then run it and remove xdm/kdm.gdm from the boot
sequence.
