[Gllug] Patch / perforce error

patch: **** File Documentation/DocBook/libata.tmpl seems to be locked by somebody else under Perforce

I can fix this by adding -g0 to the command line to patch.  What I
want to know is why the error occurs?  I'm not using Perforce ...
