[Gllug] Filtering Tor exit nodes and open proxies

What's the best way to filter Tor exit nodes & open proxies?  I've got
a particularly annoying spammer defacing my wiki sites from Tor at the
moment.

I even know exactly who he is - an eastern european free software
developer who seems to have a sideline in "SEO" (link spamming).  He
was idiotic enough to register with his webmail address and password,
and presumably doesn't think that I read my logfiles.
