This is trivially doable with tiny free software tools in Windows as
well.

My standard configuration has 3x6 windows; at work I have a VNC session
containing a separate virtual desktop manager (fvwm2) with switching
controlled by separate keybindings. Oddly other people seem to find
this confusing. I can't imagine why.
