   My understanding is that it may need an IP address, but not neccessarily
a public one. The deciding factor may be at the BT end of an ADSL link.
There are several possibilities, including

RFC 3330 - Special-Use IPv4 Addresses
  169.254.0.0/16 is a reserved block for link local addresses

  224.0.0.1 is a special address which means all interfaces connected to the
  network, and may be used by a router as it attempts to identify possible
  connections.
