fwiw, the way I do this on Debian/Ubuntu machines is to make a 32bit
chroot with debootstrap and run "linux32 dchroot" to get inside it, then
you're in a fully 32bit environment and can compile packages as normal.

probably either of the options you listed would work too, but given that
amd64 class hardware can execute 32bit code just fine, I figure it's
easiest to use a chroot :)
