[Herts] Setting up a PC for guest usage

A friend has  a guest house where he wants to set up a PC that guests can use. 
He wants to limit what they can do in terms of installing software and 
abusing his bandwidth. It would be something like you would need in a library 
or internet cafe.

Does anyone have experience of setting up something like this?
