Yes, that's a fair assumption to make. The debian releases do get
updates from time to time, and these end up in the main repository, but
all security fixes go into the security.debian.org repository and you
should be safe only applying these.

I'd *strongly* recommend Ubuntu (or Kubuntu if you're a KDE'er). For
desktop use it's a 1000 times more "usable" (ie, everything tends to
"just work" as you'd expect) and it's more up to date than Debian
stable.
