Dear Mr Williams

Westminster eForum Keynote Seminar

Open Source Software

Morning, 12th September 2007

Central London, tbc.

Live agenda <http://www.westminsterforumprojects.co.uk/eforum/ossagenda.pdf> | Our website <http://www.westminsterforumprojects.co.uk/eforum/diary.aspx>  | Book online <http://www.westminsterforumprojects.co.uk/eforum/bookopensource.html>

I am writing to invite you to attend the above seminar.

I believe this is the first time I have contacted you. If you would prefer not to receive any of our occasional emails let me know. Please note there is a charge for most delegates, although no one is excluded on the basis of ability to pay (see below).

Open Source Software (OSS), such as Linux, OpenOffice.org, Java and Mozilla, is increasingly viewed, by many IT professionals, as viable and cost effective alternatives to more established brands.

The focus of this seminar is OSS, its adoption by the public sector, its increasing use by business and how its popularity may affect the software industry as well as the use of IT more widely.

We have already had interest in this seminar, with places booked for officials from the Department for Communities and Local Government, the Central Office of Information, Ofwat, Directgov, and UK Trade and Investment; for representatives from industry, interest groups and support services, including: the Open Rights Group, Burges Salmon, Lewis Silkin, Simmons & Simmons, Eversheds, OCR, Foviance, BCS Health Foundation, Health Systems Consultants, Becta, Berwin Leighton Paisner, Olswang, National Grid Wireless, Fast Web Media, Elefire, South East Open Source Solutions, and Barnsley Metropolitan Borough Council, and for the press, including ZDNet, and LinuxUser and Developer magazine.

Agenda

I have copied our current draft agenda here, below my signature, for your reference. The updated, live agenda can also be viewed here, at our website <http://www.westminsterforumprojects.co.uk/eforum/ossagenda.pdf> .

Themes expected to be addressed include:

*	How converting to OSS may affect businesses;
*	The advantages and disadvantages of switching to OSS for the Government and the public sector;
*	Why the UK has been more hesitant than other European countries in adopting OSS;
*	To what extent OSS affects innovation and competition in the software market place;
*	How Open Source may develop in the future; and
*	Whether the different OSS licenses affect choice and profitability.

Output

A PDF briefing document based on the discussions at the seminar will be offered within a few days of the seminar to Ministers and officials at the Home Office and other departments affected by the issues, Parliamentarians with a special interest in these areas, other agencies and the European Commission. It will include transcripts of all speeches and questions and answers sessions from the day, along with access to PowerPoint presentations, speaker biographies, attendee list, an agenda and sponsor information. It is made available subject to strict restrictions on public use, similar to those for Select Committee Uncorrected Evidence, and is intended to provide timely information for interested parties who are unable to attend on the day.

All delegates will receive free copies and are invited to contribute to the content.

For your background, the Westminster eForum is an impartial and cross-party organisation that has enjoyed considerable support from within Parliament and government. It organises senior level seminars on public policy in telecoms and new media. The Forum has no policy agenda of its own. All events adhere to the Forum's core proposition of impartiality, not to the agenda of any sponsor.

Forum events are frequently the platform for major policy statements from senior Ministers and regulators, opposition spokesmen and senior opinion formers in industry and interest groups. Events regularly receive prominent coverage in the national and trade press.
