The first port of call should be http://doc.ubuntu.com/ - the official 
documentation site. Also of use is the community documentation wiki 
http://doc.ubuntu.com/community/ where there are lots of how-tos and the 
like.

For problems you can use the launchpad answer tracker 
http://answers.launchpad.net/ubuntu/

Other things that are useful include the Ubuntu Forums:- 
http://ubuntuforums.org/ and the Ubuntu Screencasts 
http://screencasts.ubuntu.com/ (mostly Ubuntu, not Kubuntu I'm afraid).
