[Liverpool] Royal mail petition re postcodes

Damn.  Well, at least that's different to where I expected it to break.  
The GPS side of things must've worked, but it's had some problem with 
getting a data connection or submitting the form.  I haven't got any 
time to dig into it at the moment, but you're welcome to a copy of the 
code if you want to play around with it yourself.
