[Liverpool] Printing problem on Ubuntu 12.04

I had similar issues, i think i'd accidently clicked something that stopped
ubuntu from updating configuration files in /etc when it did updates.

Needless to say that caused various issues similar to what you are
experiencing and little tweaks here and there to fix them started to become
to numberious, so I just reinstalled.
