I know that you all like tinkering with things like this but surely
there must be a utility GUI or console that would do all of this for you
.... Or is it that the commands are disto specific?

Do you have any problems with the speed of your swapping?  Unless you
know you have a prob I wouldn't bother tinkering.  Chances are you're
probably swapping on all the available swap partitions.
