I use both, and run servers for both.

Freenet allows decentralized sites with really cock-eyed URLs,  
whereas Tor (Onion routing) can work with a SOCKS proxy (privoxy) so  
that your internet traffic can have a different exit node. It goes  
through 3 different systems, and has no record of your machine. In  
effect your traffic is completely anonymous.

If you want, email me directly with your IP address, and i'll add it  
to my firewall so you can play with freenet. With Tor, your better  
off apt-get install tor privoxy, and follow the instructions at  
http://tor.eff.org
