Not so! In fact it's strongly recommended *not* to involve computers
in the bit where the participants exchange details and examine
identifications:

Normally you take the list of keys you've decided to sign home with
you and sign them at your leisure.

For the OP asking about Debian developers: maybe you would have some
luck asking on the Debian UK list?
