If you use Dreamweaver, you can design a template like a normal page, then you can set part of it as an "editable region"<br>When you make a new page you say New -> From Template<br>When you edit the template, (navigation bars, etc), all pages using that template update automatically as well.<br>
This is IMO the easiest way to do it.
