It's all about usage patterns.

While the police *may* use Video Conferencing I'm pretty sure they're 
not to keen to be able to leave their P2P stuff running while I'm 
listening to streaming radio and the preverbial wife is watching some 
streaming TV show and the kids are on the "xbox live", surfing the web 
and using iTunes to buy/download stuff....   oh, and my neighbour is 
stealing my wifi to steal porn.

Gosh, did my wifi VoIP phone just ring? Should I tell everyone to hold 
on while I see who it is? Including little Jimmy's deathmatch?

Okay, while not married with kids I do have pretty much all of those 
things setup in my home and when my mates are over could easily be doing 
a good chunk of that, at once....

I'm more interested in the upstream than the downstream, anyway....

That gives you a rough idea of how heavy "normal" home users are getting....
