I've got to keep this short. Try typing:
ps -ef | grep inetd
ps -ef | grep telnetd

If you don't either have an (x)inetd or telnetd running then there is 
nothing for the telnet session to connect to. Let me know how you get on as 
there are lots of other things to try.
