I think most sites encrypt the page leading up to that so as to enforce 
the message that it is 'secure' but yes, it isn't a necessary predicate 
to encrypting the subsequent submission.

A browser will bring up a message warning if you are about to submit 
post data over a http connection, but most people get bored of that 
message and turn it off!
