[SLUG] mobile internet access

A colleague/client needs access to the internet, whilst on the move, for 
career-change reasons (ill and needs to earn a living) and enquires 
about laptop and mobile 'phone combination.  I've searched the net and 
can only find very expensive industrial offerings of mobile 
'phone/laptop internet.  This person is not well-off.  Anyone have any 
knowledge / awareness that might be helpful?
