So is the parsing of /etc/modules as of the last time I checked.

Whoever decided it needed to be re-implemented along with the upgrade 
for the newer kernel also decided to stop allowing comments in the file 
along with module entries. It probably worked for them so they shipped 
it but it might have been nice to consider retaining semantics.
