That looks a lot like it came from /etc/ssh/ssh_config, not sshd_config.
-X will override the client configuration, but will not override a
restriction on the server side.

Similarly, this looks more like /etc/ssh/ssh_config, and also refers to
authentication forwarding, not X forwarding.
