OFCOM have just published, and invited comments/consultation on, their 
draught Code for the notification stage of the Digital Economy Act, at:
http://www.ofcom.org.uk/consult/condocs/copyright-infringement/

Consultation responses are needed by the end of July.

Googling for "OFCOM Obligations Code" gives some commentaries/responses 
etc. Also there is a blog by a representative of the UK academic 
community (Universities etc) at:
