I wasn't foreign spies that are the problem.  In fact to join Debian
you have to accept that the no restrictions are placed on the use
that Debian is put to.

The problem was the US Government itself.  It was still actively going
after people "exporting" encryption software - look at the Zimmerman
case.  As a result all encryption software packaged for Debian came
from servers outside the US and were worked on my people who also
resided outside the US.

Debian wasn't the only ones effective this way.  Sun when to a company
in Moscow for its strong encryption software which they would then
import into the US.
