[Sussex] Run on net start

... or some network time servers.  My BT Openworld "business" service has 
the habit of going off tune (or otherwise disconnected) on a fairly regular 
basis.  The answer was a script, run every 15 minutes from cron, that pings 
a few external sites and if sufficient fail it toggles the power to the 
router (via an X10 interface).
