Dominic,

As far as the kernel is concerned.  Why not pull the debian 2.4.18 kernel 
headers package and the copy across the config file to your 2.4.21 kernel and 
do a make oldconfig ?  That should help.

No, as for your radeon, for 2d work:

1. Use a 2.4 kernel.
2. You'l need XFree86 4.2 or greater - this is not part of Woody so you'll 
either need to pull source from www.xfree86.org or add the following to your 
sources:

deb http://people.fsn.hu/~pasztor/debian woody xfree

 
For 3d acceleration (and 2d):
1. Use a 2.4 series kernel, with agpart
2. Do _not_ compile in any kernel DRM drivers
3. Pull the latest DRI package for the radeon from dri.sourceforge.net
4. Run the script in the package
5. Change your XF86Config-4 to use "radeon"
