Ok, first things to check with the Linux fdisk is that the windows
partition is hda1, and that hda is marked as active.

If you are reinstalling windows, format c: /s from the boot disk will make
sure that the system files are copied across successfully, though it will
format everything on that partition.

If you installed windows after your Linux install, its just a simple
matter of reinstalling the boot loader (lilo or grub)

hda is the first drive
hda1 is the first partition on the first drive
hda2 is the second partition
hdb is the second drive

If you change the fstab to point to /dev/hdb* that would imply that the
linux install is on a second drive. Its not as simple as that though, the
system would work, but the boot loader would have to be changed to reflect
the new mount point.
