Deleting it is a bit extreme actually, all you need to do is change it's
ownership back to your own username from root with the chown command.

After a quick Google search it seems that this file is to do with file
locking and it seems to get it's ownership changed to root when you run an
application as root rather than as your own user. The cause seems to be a
bug in one of the libraries somewhere.
