The suggestions from Richie and Steve are the DiY way, with the parallel 
port being easier than the serial one.

However, if this is going to be used in a Lab then you need to think about 
safety and isolation etc, which rather rules out the DiY approach because of 
getting it certified.

Your best bet would be to talk to Amplicon ( http://www.amplicon.co.uk/ ) 
who have the advantage of being local. They make a wide range of I/O cards 
for various systems and supply drivers for most types of system I believe. 
I've used them in the past although only under Windows.

The PCI263 - a 16 chan relay board looks like what you need, the online info 
says it has Linux drivers.
