They :will: need a portal of some sort to protect themselves when they get
the inevitable shout from their ISP about being a source of spam/whatever.

Take a look at Mesh AP (via Google) it's an open source portal. The Brighton
Pier-to-Pier people use it I believe, the person to talk to would be Dave
Phelan (sp?) he's active on the Brighton LUG mailing list so I suggest a
similar message there.
