There are several Debian packages to do CD case labels including:

cdlabelgen - generates front cards and tray cards for CDs and DVDs
disc-cover - Generate CD disc covers for jewel-cases

and as Steve mentioned I'm the maintainer (and upstream) for:

cd-circleprint - prints round cd-labels

which prints labels that actually fit on the CD itself. However if you use
Debian Sarge (Stable) then please talk to me before trying it, the version
in Sarge suffers from a bug induced by the Perl-tk library being out of date
which is fixed in Etch.
