I like your approach.

This is top-down designing and from my experience is absolutely the 
right way.
Comments in plain language enable a new person to pick up and carry on.

More particularly the original coder can now come back to it easily and 
pick it up again.

The worst of the coders are those who wright their code with little 
comment so that they appear to be very clever?! and then, who cannot 
pick up the job when problems occur?

So start with nice large blocks and start filling in the workings 
gradually getting down to the code itself, but don't lose the high level 
comments. Look at it this way you have to give information so that 
others do understand it, and this way even you will understand it, after 
all, you do work as part of a team.

So, maintain your attitude here and you will do well.
