I have a friend who is some distance from the exchange. All ISPs refuse 
to give him broadband.
On checking with www.prodigynet.co.uk I find that his exchange is ADSL 
enabled and if connected he could have up to 500kbps. Three and a half 
years ago I started  with 150kbs and am now at 4.5Mbps. So it seems to 
me that a slow connection is better than none at all.
Yes, weather does get into cables and cable boxes and maintenance is 
essential.
