Not really: plenty of societies hire an upstairs room or a lounge
in a pub. Generally, if you can't guarantee a certain number of
people (who will be buying drinks there), they charge.

Regia had this in Swansea. Roc Soc had this in Aber (slightly 
different circumstances, obviously: we needed to have the DJ 
stuff there). Friends of the Earth had it in Newcastle. (Well,
admittedly that was about 14 years ago, yes :)) 

And there are plenty of societies where you pay to join or stay a
member, even if it's a pound or so a year. We aren't charging
membership fees, and we don't mention that anywhere.
