RedHat never let people distribute their (later) CDs as covermounts, so 
that's the second question answered. As for the first one, Red Hat 9 is 
a little long in the tooth now, and you'll probably be wanting Fedora 
Core instead. It's effectively Red Hat 10, and my friend's company has 
taken to relying on it entirely for the servers they deploy. Go for that 
instead.
