Was Mandrake 10.0 Official available on a cover CD of a magazine recently?
If so, which one?

you need to use OO.org writer and use insert>special characters
ôâôâôâ and then you can pick them out!
Alternatively you could install Mandrake 10 Official and designate a 
user as having a Welsh desktop anf Kwrite will even use a Welsh spell 
checker!
