It's almost certainly going to be firewall related - DCC actually opens a
listening port (luckily xchat allows you to specify a port range if you
need to) then advises the other person's client to connect to your IP.
You'll need to allow those ports through your firewall and (if applicable)
NAT / redirect them to the right PC.

Also, xchat is normally pretty good at figuring out what your "real"
Internet IP is, but sometimes it can't and you need to manually configure
it in the settings to get things working.
